RECORD OF PROCEEDINGS
May 10, 2023
The Fleming Town Council held their regular monthly meeting on Wednesday, May 10, 2023, at the Town Hall. The meeting was called to order by Mayor Stefan Betley at 6:32 p.m. The following council members were present:
Andrew Muller, Cathy Castillo, Bill Langridge, Bonnie Jackson, and Alex Gapter. Suzanne Wales was absent.
Also Present: Joelle and Daniel Gapter, Grace Rossignol, Sandra Miller, Michelle Asfeld, Keith Beck, and Lewis Frank.
Additions/Corrections to the Agenda: Betley asked for additions or corrections to the agenda. Hearing none, it was moved and seconded to accept the agenda as printed. Motion passed unanimously.
Public Comment: Sandra Miller shared her concerns about a designated tornado shelter since the Methodist church will be closing. As the discussion began on this issue, the tornado siren sounded, and the meeting was interrupted at 6:38 pm. The all-clear siren sounded, and the council returned, the meeting resumed at 6:49. The same council members were present. Daniel Gapter, Grace Rossignol, and Sandra Miller did not return to the meeting after the meeting resumed.
Media Relations: J.Gapter provided the Librarian’s report in Rossignol’s absence. The Book Box should be done by next week. The parent letter for the Summer Reading Program will be in the May 26th edition of the Fleming Focus.
J.Gapter continued with her report informing the council that the Monday Market will take place at Heritage Park from June until September. She attended the Historical Society Meeting that was held this afternoon. J.Gapter also informed the council that the roll-out street sign needs new wheels.
Consent Agenda: It was moved and seconded to approve the Consent Agenda. Motion passed unanimously.
Maintenance Report: Beck relayed that Western Area Power Authority (WAPA) will be making repairs/updates at the substation this Saturday. Utility service has been connected to a new home in the Wild Horse Ridge Subdivision. Beck attended a flood plain meeting in Sterling. The town maintenance crew will be working on the streets as time and weather permits.
Clerk’s Report: Asfeld reported that the town clean-up day went well with only 1 issue that has been resolved. The total cost of the clean-up day was $1,514.38, $1,500 for Marick’s and $14.38 to the Logan County Landfill. Per council’s request, Asfeld had also checked on the cost of an Amazon Prime membership ($139/yr) and caller ID ($4/month).
Treasurer’s Report: Frank presented the Treasurer’s Report. It was moved and seconded to approve the Treasurer’s Report. All voted. Motion passed unanimously.
Frank also reported that Scott Szabo will be conducting the annual audit May 23rd-25th.
Health and Safety: Beck reported that he is still awaiting shipment of the fire hydrant that will be located near the CHS elevator.
Parks and Recreation: Work has been started on putting the finishing surface on the splash pad and the cement apron around the pad as well as the connecting sidewalks. Work is intended to be completed before Memorial Day.
Action Items:
- After reviewing the changes made to the Safety Belt Policy at the previous meeting, it was moved and seconded to adopt the policy as revised. Motion passed unanimously.
- After reviewing Ordinance #2-2023-Updating Election Cancelation Date, it was moved and seconded to approve the 1st reading of said Ordinance. Motion passed unanimously.
- The resignation of a maintenance employee was presented to the council. It was moved and seconded to accept the resignation with regret. Motion passed unanimously.
- A discussion was held about a donation to the Fleming Fire Department for the 4th of July fireworks display. It was moved and seconded to donate $750.00 towards Fleming’s 2023 fireworks display. Motion passed unanimously.
Discussion Items:
- Potential participants for the Town Project Committee were discussed.
- Logan County Clerk, Pam Bacon requested advance notification of participation in the November 7, 2023, Election. The Council asked Asfeld to respond that the Town of Fleming will not be participating in the election.
- After a short discussion, the Council decided to advertise for a full-time maintenance employee.
- The Council discussed possible tornado shelter locations since the Methodist Church will be closing. Asfeld visited with the Town’s representative from CIRSA (Colorado Intergovernmental Risk Share Agency) about using the community center basement as a tornado shelter. The representative said the basement needs some updates before it can be used as a tornado shelter. Asfeld mentioned that she was also in contact with the New Beginnings Associate Pastor about the possibility of using their basement as a tornado shelter. Castillo will contact the Associate Pastor at the New Beginnings church about the possibility of getting a key.
Upcoming Meetings:
The Colorado Municipal League (CML) district meeting in Wray is May 18th.
The next Council Meeting will be June 14th, 2023, at 6:30 p.m. at the Fleming Town Hall.
