RECORD OF PROCEEDINGS
March 13, 2024
The Fleming Town Council held their regular monthly meeting on Wednesday, March 13, 2024.
The meeting was called to order by Mayor Stefan Betley at 6:32 p.m. The following council members were present: Bill Langridge, Cathy Castillo, Alex Gapter, Bonnie Jackson arrived at 6:34 p.m., and Suzanne Wales arrived at 6:40 p.m. Andrew Muller was absent.
Also Present: Fletcher Gorman (left at 6:47 pm), Michelle Asfeld, and Lewis Frank.
Additions/Corrections to the Agenda:
Betley asked to change the agenda to have the Parks & Recreation added to the Maintenance report. He asked for any other changes and hearing none, it was moved and seconded to approve the agenda as adjusted. Motion passed unanimously.
Public Comment:
No visitors present and no public comment.
Media Relations Coordinator Report
No report.
Consent Agenda:
A motion was made and seconded to approve the consent agenda consisting of the February minutes and bills. Motion passed unanimously.
Maintenance Report:
Gorman provided the maintenance report. He talked to the council about trimming limbs away from power lines and a potential option of disposing of the limbs. It was suggested to chip the accumulated limbs to eliminate the need to transport them to the landfill. The council directed Gorman to solicit several bids for chipping. The water system is running well. The maintenance staff have been working to clean the sewer lines on the south side of town. There have been equipment issues that are prolonging this project. Several loads of gravel have been stockpiled for use on streets as needed.
Gorman then reported that they had been trimming some limbs from trees in north park. He also asked the council when the splash pad water is to be turned on. The council has agreed that Memorial Day to Labor Day will be the operational time for the splash pad. The Council also received a letter from Marjorie Brown. She would like to donate a flowering tree to be planted in North Park in memory of her husband, Gene Brown. The council directed Gorman to work with Marj on tree selection as well as planting location.
Clerk’s Report:
Asfeld reported that only one entry for the chili cookoff has been received. The entry deadline is Monday, March 18th . At least four more entries are needed by the deadline, or the event will be cancelled.
Treasurer’s Report:
Frank presented the Treasurer’s Report. It was moved and seconded to approve the Treasurer’s Report. Motion passed unanimously.
Health and Safety:
The council commended the maintenance staff for the snow removal last Friday. Betley also reminded them of the snow removal policy for priority routes.
Parks & Recreation:
No report
Action Items:
1. The public hearing for Ordinance #1-2024 Service Schedule M Agreement with Municipal Energy Agency of Nebraska (MEAN) was discussed. There was no public comment. It was moved and seconded to approve Ordinance #1-2024 Service Schedule M Agreement with MEAN. Motion passed unanimously.
2. Langridge reported to the council about the two qualified candidates for the Town librarian position that the committee interviewed last week. After consideration, it was moved and seconded to offer the position to Kamie Lambrecht. Motion passed unanimously.
Discussion Items:
1. The council discussed internet pricing for the Fleming Community Center. After reviewing pricing from Haxtun Telephone and PC Telcom, it was moved and seconded to enter into a 2-year agreement with PC Telcom for internet service. Motion passed unanimously.
